Summary
The overall aim of this study was to identify potential opportunities for, and barriers to the uptake of HIA in central and local government agencies.
Twenty-six interviews were undertaken with 28 key informants from 13 different agencies. Five agencies had undertaken or were in the process of undertaking HIAs, the other eight had been approached but had not yet committed to an HIA.
The researchers developed a diagram which showed the principal factors that influenced agencies to choose (or not) to undertake an HIA. They called these the “determinants of choice”. They included such things as the level of support for HIA in an organisation and externally, understanding of public health consequences of activities, resources and capacity, evidence of effectiveness etc. Several participants noted that a legislative requirement for HIA would strongly influence the level of uptake.
